As of February 2014, The City of Universal City has modified its procedures for Food Handler's Training.  Detailed information is provided below.

Health Safety

The City of Universal City actively pursues the health and welfare of all citizens by routinely inspecting food establishments, mobile food units, commercial swimming pools, day care centers and foster care facilities as necessary.

Food Establishments include restaurants, retail stores, day care centers and mobile food vendors.

Food and Beverage Permits and Mobile Food Vendor Permits are required annually and may be applied for at City Hall, 2150 Universal City Boulevard in the Development Services Department. You may complete a Food and Beverage Establishment Permit Application and submit it to the Department for processing. Mobile Food Vendor Permits may also use the link above for an application.

Establishments are randomly selected for inspection to determine if the preparation, service, and display of food and beverage products are handled under sanitary conditions. Persons preparing or handling food and beverage including servers within this category are required to obtain food handler certification. Mobile Food Vendor Units are inspected annually at the time of permit issuance or permit renewal and may also be inspected randomly or on the basis of a complaint. Food Handler Training Classes are available several times a month. Information for these classes is as follows:

Online Food Handler's Training--In the past, the City required all employees handling food and beverages to attend a food handler’s training course conducted by the City.  Be advised, a new system has been put in place which the City believes will greatly assist food establishments in processing the required training for its employees in a timely manner.  The new process is outlined below:

 
  1. New hires and personnel with expired food handlers licenses will take an online food handler’s course that is approved by the Texas Department of State Health Services (TDSHS).  The State approved courses are available in English, Spanish, Chinese, Korean, Mandarin, and Vietnamese.  A list of the State approved online courses can be accessed here.  Each employer should determine for themselves which food handler training vendor(s) it prefers from the list provided.  Each online vendor sets its own fees which are not set by the City.  Only State approved online training course can be utilized.
  2. Each new employee shall take an online training course within 14 days of being hired. Employees with soon to expire licenses shall take the online training prior to the expiration of their current license.  Online training certificates are good for two years.  Each employee MUST print out a certificate of completion at the end of the training course.  If an employee does not have access to a computer, the Universal City Public Library located at 100 Northview Dr., will allow them two hours of free computer time to take the course and the exam.  Employees must notify library staff that they are going to take an online food handler’s course before they log on to a computer or the computer will automatically log off after one hour.  If this occurs, the employee is subject to loosing the funds they paid to take the online course.  City staff and Library staff cannot be held responsible should this situation occur.
  3. Once the online training is complete, the employee must bring the online certificate of completion and a driver’s license to City Hall located at 2150 Universal City Blvd to pay for and receive their Universal City license.  The fee for this two-year license is $15.00.  The fee can be paid for with cash, credit card, debit card, or a money order.  Checks will not be accepted.  Universal City licenses will be issued during the following times:

 
                                     Each Tuesday from 1:00 PM to 2:00 PM

                                     Each Thursday from 9:00 AM to 10:00 AM  
                                     
                                     Large Groups can make an appointment by calling 619-0720.

                                     High School students can avoid missing school by
                                     scheduling an appointment at 619-0720.

                                     NO WALK-INS CAN BE ACCOMMODATED

   4.  Food Managers License.  In addition to the food handlers license, each establishment selling
        food that the DSHS has listed as potentially hazardous must require the managers on duty to
        obtain a Food Managers License. Many of the same State approved online vendors provide the
        Food Managers training as well.  Once the online training is complete, the Food Manager(s)
        should follow the information provided in section 3 to obtain their two-year Universal City Food
        Managers License.

   5.  When the necessary Universal City licenses have been obtained, each employee should have
        copy on site while on duty.  During routine and/or unannounced health inspections, the Health 
        Official will check to insure that everyone has the appropriate licenses.  Anyone not having the
        appropriate training and licenses will have to stop working in Universal City until such time that
        the required training and licenses is obtained. 


Temporary Food Permits are available for special events on a case by case basis as approved by the Health Inspector. You may complete a Temporary Food Permit Application and submit it to the Development Services Department for processing.  If approved, the Health Inspector will require inspection of the event location and food preparation process. Persons preparing and handling food including sales of food are required to attend the food handler training classes as stated above.

Swimming Pools are required to maintain an annual pool permit which may be applied for at City Hall in the Development Services Department. You may complete a Swimming Pool Permit Application and submit it to the Department for processing. Pools are inspected on a random basis and in response to complaints to insure that chlorine treatment, maintenance and safety features required of pools is being conducted properly. Only public and semi-public pools, i.e. health club facilities and apartment complexes are inspected at this time.

Foster Care for adults and children requires an annual permit which may be applied for at City Hall in the Development Services Department. Upon payment of the permit, directions will be given to coordinate the required health and fire inspections with each of the respective staff officials.
