Solicitor License

To ensure the public safety, comfort, convenience and protection of citizens of Universal City, the city has established Ordinance 111, which regulates door-to-door sales and solicitation. If you have an organization that desires to go door-to-door or solicit within the city, it is required that you adhere to the following information. You can also view City Ordinance 111.

Solicitor License

The ordinance states that it shall be unlawful for any person to go house to house or place to place including commercial districts soliciting, selling or taking orders for or offering to sell or take orders for any goods, wares, merchandise, services, newspapers, magazines or subscriptions or to solicit funds, services or property for charitable or non-profit purposes without first applying for and obtaining a license or registration permit from the city, The person engaged in soliciting or selling shall carry such license or registration permit issued by the city.

A License fee may be required

A nominal fee is required for the license and registration permit. License fees shall not apply to charitable or non-profit organizations located within Universal City, Texas. All other non-profit, charitable organizations located outside the corporate limits of Universal City shall be required to pay the license fee specified by ordinance 111. Additional information may be required of charitable or non-profit organizations.

A bond is required

Application for permit or registration shall be accompanied by a bond in the penal sum of $1,000.00 conditioned for the final delivery of goods, wares, merchandise, services, newspapers, magazines in accordance with the terms of any order obtained prior to delivery and also conditioned to indemnify any and all purchasers or customers for any and all defects in material or workmanship that may exist in the article sold by the principal of said bond, at the time of delivery , and that may be discovered by such purchaser or customer within 30 days after delivery.

Solicitation Hours are limited

During Central Standard Time solicitation hours are limited from 10:00a.m. to 6:00p.m. and during Daylight Savings Time, solicitation hours are limited from 10:00a.m. to 6:00p.m. Solicitation is authorized (7) days a week.

Violations of Ordinance 111 is a crime

Any person, firm, or corporation violating any provision of ordinance 111, or failing to observe any provisions with regard to solicitation shall be deemed guilty of a misdemeanor and upon conviction shall be fined in any sum not more than $200.00 per day.
