NOTICE OF 2021 ICC CODE CYCLE ADOPTION
On May 17, 2022, City Council approved the adoption of the 2021 International Code Council (ICC) Building-related, Fire and Property Maintenance codes and local amendments with ordinance 370-P-2022. These codes will be enforced, August 1, 2022. The following are the adopted codes and appendices:

2021 International Residential Code (IRC)
2021 International Property Maintenance Code (IPMC) with Appendix A

Any permit application submitted after May 17, 2022 will be subject to the requirements of the above codes. Reinspection fees incurred for these permits during the period from May 17th to August 1st will be waived provided just cause is shown that the only reason for disapproval of the inspection is based on a change from the 2015 to 2021 code cycle. DEVELOPMENT SERVICESis a one stop center for economic development, building, health, safety and zoning information. Every effort is made to provide information with the end user in mind. For your convenience, the Codes and Ordinances for the City are available online. Additionally, in the Document Center, building permits and applications and a fee schedule (updated 9/30/2019) are available for downloading. The Development Service Package provides a brief overview of the codes used in the City and the tasks that require a permit. Development Services is responsible for review and permitting of all construction and development projects within the city, the performance of related inspections, storm water management, and overall economic development activities.
Other functions include enforcement of adopted city ordinances and state regulations relating to building, zoning, subdivision development, signs, health and property maintenance codes to insure the public safety and welfare of the community. Approval of development projects and requests for exception or variance to City ordinances are considered by the Planning and Zoning Commission and Board of Adjustment as authorized by local ordinance and state law.
Universal City is a 4B Economic Development Sales Tax City as directed by the Texas Development Corporation Act of 1979. In addition to permits, inspections, stormwater managmeent, and economic development, the department maintains current maps of the City to include zoning, sewer, water and streets as well as flood plain maps, property maps, construction plans and utility drawings.
